In an amazingly stupid move, Governor Schwarzenegger want to halve the time that lost animals are kept in shelters before they are killed.

Aside from the fact that is an obviously idiotic political move, it is a bad and wrong move.
As you may know, I have a dog who occassionally makes a run for it and ends up in doggie jail.
He has stayed there for a weekend before because they are closed on weekends. I would really hate to think that he would be executed on a Monday morning because we didn't get their fast enough.
Stupid, stupid move!

Schwarzenegger's policy seems a good fiscal move to me. If in those three extra days the adoption rate rose for the strays, there's a rational basis for not changing the policy. Apart from that, the amount saved justifies the policy, especially since it's budget crunch time.
The reaction to the policy was entirely based on emotion. Oh, these sweet little doggies. I love dogs, but excuse me. Three days or six days, the dogs are still going to be killed. One could accommodate owners of dogs like yours by specifying three business days -- which would exclude weekends.
I view the policy as a sound fiscal move which the media -- for no good reason -- twisted into a bad political move. I wonder how many of those clamoring against the policy actually went to the pound and adopted a dog?
