One: The message was "spray painted" on the cat's side? That musta been a large cat, or the perp carries around an airbrush (now there's support for "pre-meditation"...).

In this case, I think you could grant a special Armorer's dispensation for Torquemada if he was not a Conservative. Being Pope, the Vicar of explosive motivation of explosive projectiles at the Castle, I'd say you would have the authority for it.
I agree with Major Mike, this doesn't sound like something a conservative would do. I might hate your politics but unless you've trained your animal to attack me on sight, I'm more likely to give them a scratch behind the ear than anything else. You can't blame a person for their relatives and you can't blame an animal for their owner.
