I can see the Greenies press release now:  US Air Force illegally dumps toxic waste on Afghanistan!

After all, they're eager to ban Dihydrogen Monoxide at the Conference on Climate latest meeting of the Bureau of Seriously UNserious people at Cancun.  And they want to run our economies.

Admittedly, banning human use of DMHO would affect the climate.  I'm sure these people would approve.

But, Bill, that hydroxly acid is such a nasty contaminant. Look at how much better things are in Iraq when it's presence is minimized.
