Also note that there were ANA present (the two pickup trucks), one of them is seen walking toward the water after the blast. And they seen not at all perturbed by what's going on.

Bamian is one of the most secure provinces in Afghanistan, due mostly to it's predominantly Hazara (Afghan Shiite - the (Sunni) Taliban were brutal to them, which is not forgotten) population, also in part to it's isolation.
The presence of US and ANA troops is interesting, because the only coalition troops stationed in Bamian is a New Zealand PRT. The ANA don't have any permanent presence there either, security being totally handled by the ANP (Bamian being one of the few provinces in RC-East, along with Panjshir, with no ANA, and where the ANP do almost entirely actual police stuff.)
