Ok..... I'm gonna go out on a limb here, and say that the narrel is an iron Confederate rifled 12lb gun. It's mounted on a display carriage, likely steel, for use as a monument piece. I deduce it's an iron fun because of the rust in the bore. Otherwise, it's a bronze tube with a steel liner, which would make it a reproduction tube.
What fgves the carriage away is the small-diameter axle shaft. The real ones are massive, and the one being used there is too small to both support the weight and movement of the gun.
