Sure, a civilian defense force well equipped and all, sounds great, specially when they are equipped with LONG LEGS and RED-HOT Miniskirts. But not so much when they sling Low Hanging Tired Rifles.
What our future President was talking about was what Socialist regimes have implemented around the world. The establishment of loyal, card-carrying Socialist militias. They are used to quell dissent from within, and to backstop their national armies in the event of war from the outside. They are usually formed by and accountable to the National Executive (i.e. The President), and not their military. Though they nominally fall within the military's command, for organizational purposes.
In peace-time, they keep order in their neighborhoods (i.e. poke their noses into their neighbour's business), so as to make sure everyone is pure of anti-revolutionary thoughts. For the most part, they do not go around in hot miniskirts slinging Uzi's or FAL's. A "friendly" visit in civilian clothes is almost always enough to bring to bear "The Power of Persuasion" as Andy Stern likes to say. But, if that doesn't work...
I am not saying that Obama wishes to hand-out worn-out M16A1 Rifles to all of those Berkeley types, and make every citizen comply. Many things would have to happen in this country before that could be implemented. But at the very least, what Obama wanted to implement, is the nascent infrastructure that will at some point lead to Granny and herFAL *er* tired old M16A1.
You want examples? Venezuela, Czechoslovakia, Bolivia, etc.
Say, you can start with something innocuous as AmeriCorps, and then ratchet it up to say... Organizing For America, and then... Before you know what happened, you are staring down the legs of Uzi-wielding hot-pants, or droopy grannies poking their noses where they do not belong.

Let's see...we have local cops with swat capabilities, sheriffs, marshals, state cops, DEA, FBI, ATF, Treasury's Secret Service, AND THE NATIONAL GUARD a State Militia reporting to a State Governor. What do we need a national security force for...a Praetorian Guard? Is Canada threatening to invade? Is the Bahamas sending submarines into our territorial waters? Is there an imminent Muslim uprising we can't quell? Maybe another Whiskey Rebellion by dopers.
I can't remember the name of those Panamanian Freedom Battalions; or those people Nicaragua fielded but I don't think we need to worry about a "7 Days in May" happening here. Unless we have a National Security Force with Abrams, Bradley's and F-22's. (just as powerful). Maybe he's talking about having our own SS or Brown Shirt groups.

What is also alarming is that the MSM ignored this completely; this is only getting air time on Blogs and Glenn Beck. Instead, they usually grow within a system using existing legal structures and electoral processes to incrementally seize power little by little, step by step, from a public that either actively allows this to happen "for the greater good" or who passively standy by and do nothing to stop it.
