...Uhhh, because (if you read the linked article carefully) the attacks were, in fact, suicide bombing missions, not actual attempts to steal Pakistani nuclear devices?...

Nup. The suiciders were only used as manned torpedoes to take out the gate security.

If they'd succeeded, there would have been follow-on raiders accompanied by more suiciders to take out the Interior Guard.
