While I'll admit the visual similarity (somewhat, and only vaguely) to an M151 the deeply recessed radiator threw me. But wottaya expect from a tanker, jeeps are something engaged with coax.

where have I seen that before..?

Let's see...

Datsun puts the exhaust manifold on the same side as the intake...

(wide hood, four banger engine, looks like a four-core radiator...) maybe that russian thing, but I'm thinking it's a Japanese design (right hand steering, wrong engine for a land rover-even a Series one.) Exhaust manifold's design indicate pre-seventies engineering (or early seventies), the radiator placement almost looks like an early Wagoneer or Land Rover, but the motor's likely less than two liters, and those "Spark Plug Wires" look suspiciously like Glow Plugs to me-they're too thick to be sparkplugs unless you've got some real high amperage units, or there's a LOT of extra shielding there.

Two belts, but provision for additional on the pulleys...

I'm thinking maybe soviet after all...or Chinese.

Nay, I believe 'tis a Japanese weapons-carrier built by Mitsubishi, possibly the one they based the Isuzu Trooper or Mitsubishi Montero on.
A go-devil is a flathead, this is obviously an overhead valve. Also, this has curved fender wells, where a yeep has flat fenders. And the deadest giveaway of all, this is a right hand steer.
