Every military organization is strangled by bumf. Heck, every bureaucracy is, especially ones that don't have things like profit and loss statements to guide their efficiencies, but have to use more esoteric metrics.

Way back in the dim past one of the fellows in the navigation gang on the USS King had a little problem with ordering pencils. The unit of issue was a box containing a gross of pencils. The problem came about when the fellow ordered a goss of pencils. We had several cases of pencils tucked into a storage space adjacent to the foreward stack. when I arrived in '68 Three years later when I left the ship, there were still several cases of pencils tucked into the storage space.

Yep. AIT, Goodfellow, AFB (the Army has a training battalion there - sekrit spook stuff). 1986. We actually didn't have any bumf.... supply for some reason couldn't get it. Cadre was reduced to making bad jokes about how to succeed using only a single square.

We bought the stuff ourselves at the PX/Commisary and handcarried our personal rolls to and from the latrines.
You should've seen the paper trail generated when my buddy Norm and I asked the S-4 for six red lightbulbs for Flight Ops during night training.

Four weeks later, we went to the local hardware store and *bought* the farkin' things.

Three months after we did *that*, S-4 force-issued us a gross of red light bulbs...
