As I understand it, reading/using sonar is more art than science. What the Ninth Circus did, if my sources are correct, is forbid the Navy from using active sonar DURING TRAINING in the 12-mile zone as delineated. Nothing was said about not hammering the water if they're actually hunting a submarine in there.
