                How about a cannister-load of pepperball?  Back in the 80&apos;s there was a paintball recoiless-like device to launch such a thing.  Don&apos;t know if it still exists but souldn&apos;t be hard to engineer.  Could be mounted like smoke dischargers.  Could also be dyed to mark perps.
