That is called a parrot rifle? Some kind of internal joke?

Actually Parrott artillery has a confused history concerning nomenclature. The Army and the Navy called the same gun by a different nomenclature. See http://www.cwartillery.org/ve/parrott.html The Parrott rifle was so called because of the rifled barrel vs the smoothbore artillery.
