In short, Fatah is incompetent and lazy. Why not just put juicy bounties on the heads of Hamas leaders? It would be a free market type of solution of neutralizing Hamas. The “free-lancers” who bring home the goods are probably not worse than Fatah. I would guess that half of Reuter’s stringer force knows exactly who is behind to ski masks. They would probably even take up the offer if the dollar amount was high enough. Lastly, there are probably some ex-Special Ops guys who deserve at a fair shake at the bounty should they decide to. I say try an “incentive program” instead of wasting money on Fatah incompetents and add some competitive individuals to this whole endeavor.
