Something like 3 or 4 massive changes of direction between Dec 01 and Oct 02, with still more smaller, but still significant, changes after that. 3ID wasn't even given the plan until Dec 02, IIRC. Excluding myself folks who were before strong conservative base and intellectual (like Stephen/Commissar) are more and more throwing their hands up and walking away. It's actually a somewhat frightening trend in some ways, and reassuring in others.
