It was not browser dependent - I could see it in IE6/IE7/Netscape and Firefox. But it only occurred with a screen resolution higher than 1024 wide. I run at 1280 x 1024, so I saw it right away, but anyone running at 1024 (or less) would not see it at all. I often have posting issues on this site though. Usually long delays before refresh and withheld comments. The 911 conspiracy theorys are quite rife and I don't think those numbers are that far from reality.
