Normally the fuzes that size (assuming the threading at the bottom matches the nose of a munition) are radar-driven and no impeller is needed. In fact, the whole fuze is covered like anything with a radar antenna in it. Mebbe that's what all the gizmos are (pilot technical term, sorry) behind the lil' spinner. Part of a multifunction fuse for a cluster munition? Dunno. Also, a tail fuze normally has an impeller that looks like a mini-annomometer (a wind measuring thingie you see spinning around on weather station roofs) that is situated 90 degrees off the explosive train to get it into the slip stream--the only way you can get the thing to spin up after release when it's plugged into the back of a bomb. At any rate, all I do is preflight the bloody things.
