CENTCOM Press Release Letter Exposes New Leader in Al-Qa`ida High Command 25 September 2006 On 7 June 2006, American military forces executed an air strike on an al-Qa`ida safe-house near Baqouba, Iraq, killing Abu Mus’ab al-Zarqawi, al-Qa`ida‘s commander in Iraq. U.S. and Iraqi forces subsequently acquired numerous documents from that safe-house. On 18 September 2006, the Iraqi National Security Advisor, Muwaffaq al-Rabi`i, released one of those documents to Iraqi media. As part of an ongoing collaboration with the Department of Defense to declassify, collect, and disseminate documents that provide new insights into the internal functioning of salafi-jihadist organizations, the Combating...

Hi John. This guy has something in common with me. Just as I'm always nagging Americans not to make enemies unnecessarily with poorly-calibrated violence, so he nagged AQ in Anbar not to kill Sunnis.

Unfortunately for Atiyah, they didn't listen.

http://select.nytimes.com/gst/abstract.html?res=F3091FF638550C7B8DDDA00894DE404482

Most Tribes in Anbar Agree To Unite Against Insurgents

BAGHDAD, Sept. 17 — Nearly all the tribes from Iraq’s volatile Sunni-dominated Anbar Province have agreed to join forces and fight Al Qaeda insurgents and other foreign-backed “terrorists,” an influential tribal leader said Sunday.
“We held a meeting earlier and agreed to fight those who call themselves mujahadeen,” Mr. Rishawi said in an interview. “We believe that there is a conspiracy against our Iraqi people. Those terrorists claimed that they are fighters working on liberating Iraq, but they turned out to be killers. Now all the people are fed up and have turned against them.”...

Of course the headline-writer is an idiot (many people seem unaware that journalists almost never write their own headlines). These tribes aren't uniting against insurgents - they ARE insurgents. But they're uniting against Al Qaeda terrorists.

Rishawi is the leader of the biggest clan of Anbar's biggest tribe, the Dulaimi.

Incidentally, his comments make it clear that local Sunnis only tolerated AQ in the first place because they thought it would help fight the Americans. Which makes me wonder how comfortable AQ would really find Anbar if the Americans left Iraq.

There's always been shoddy logic behind the theory that Anbar will become AlQaedastan in the event of pullout. It seems bizarre to me that the people of Anbar, who've traditionally dominated those around them and consider themselves the natural rulers of the region, should let themselves be taken over by a handful of unpopular outsiders.
