Pure luck.  Among the rarer items in my WW2 library is a book full of nifty gadgets and gear that were issued to OSS agents.  The Fog Signal is in it, and I remembered it from the last time I riffled through the book.    

On this one, I have no idea.  'Pears that it comes apart into two pieces, which suggests that something goes inside, but beyond that I don't even have a guess.]]>
