Gee, Senator Kerry is offended by the "Sneak and Peek" provisions of the Foreign Intelligence Surveillance Act (FISA). As Blaster notes, the changes to the act allowing those searches was signed into law by President Clinton. In 1994. Guess who voted "Yea" on the bill? And who has sponsored or co-sponsored nothing to amend it? I think you know.
